I'm Victoria Tully, based in Rotterdam, working globally. I help foundations, development finance institutions, and circular economy businesses find out whether their work is genuinely making a difference, and for whom, then make sure that evidence reaches the people who can act on it. My practice sits at the intersection of rigorous evaluation, systems thinking, and inclusion. I believe complex change deserves honest evidence, not comfortable summaries.
