Real change is hard to see, and most measurement systems weren't built to find it.
I work at the intersection of evaluation, systems thinking, and inclusion, helping organisations ask better questions about the change they are trying to make. My clients range from circular businesses figuring out their impact for the first time, to foundations and international organisations commissioning independent evaluations of complex, multi-year programmes. The scale changes. The core question rarely does: is it actually working, and for whom?
Based in Rotterdam. Working across Europe, Africa, Latin America, and beyond.
My Services
Systems-Change Evaluation and Developmental Evaluation
Most programmes working on complex change struggle to demonstrate whether anything is actually shifting, because standard monitoring frameworks were not designed to answer that question. I design and lead evaluations built for complexity, using methods that capture what logframes miss.
GEDSI MEL Design and Assessment
Most GEDSI MEL systems track representation: how many women attended, how many were reached, rather than whether experience or power has actually changed. I design GEDSI strategies that make inclusion analytically visible from the start, not just reportable at the end.
GEDSI and Circular Economy Transitions
Circular economy transitions change supply chains, business models, and community relationships; but most measurement frameworks were not designed to ask who benefits from those changes, or who gets left behind. I bring a GEDSI lens to circular transition work, making inclusion visible and evidenced from the outset.

The Heart of
My Mission
I'm Victoria Tully, based in Rotterdam, working globally.
I've spent six years helping foundations, development finance institutions, and circular businesses understand whether their work is genuinely making a difference, and for whom. My practice sits at the intersection of rigorous evaluation, systems thinking, and inclusion. I believe complex change deserves honest evidence, not comfortable summaries.
